Attended a security meeting called by the Governor and attended by elders from Sherzod, Khogyani, and Pachir Wa Agam. There were over 200 in attendance. Also present were representatives from OGA, ODA, ETT, and UNAMA. The Governor started the shura by thanking everyone for coming. He stressed the link between security and reconstruction and that reconstruction the Afghans have seen so far is thanks to the Coalition Forces and the international community. Insecurity and instability are against Islam and against the Pastun code. He also discussed tribal violence and the need to punish those that turn these conflicts violent. Attacking schools could not be justified in any way and that the people should not stand for that sort of activity. Finally, the Governor said he would personally visit the three districts and work with them on improving security. The next speaker was Dr Asif, the Director of Canals and an elder from Sherzod, who stressed that there were two types of enemy in Nangarhar: those who come from Pakistan to cause trouble and Afghans being used by those outsiders. He said we had to face the fact that we know who these people are and what is going on. These are not ghosts and we need to start doing something about it. Asif also stated that no security means no reconstruction and the Afghans had to understand that and support security to guarantee the rebuilding of the country. The next government speaker was Abdul Aziz, Deputy Chairman of the Provincial Council. He stressed that Afghanistan had a golden opportunity now with the world willing to help them and they could not miss this opportunity based upon lack of security. He also stated his displeasure at the American methods of arrests and night operations. One representative from each of the three districts each spoke and mainly promised to support security.
